On April 5, the Louisiana State Senate passed a bill
to provide for closed primaries, for congressional
elections.  Parties would decide for themselves
whether to let registered independents vote in their
primaries.  The usual southern pattern of a first
primary, and a run-off primary if no one got 50%,
would apply.
