Does it make any difference if Lenora Fulani's remarks, commented on by Brad Smith and Samuel Bagenstos, were made outside an election, not during a campaign?  I don't believe that Fulani was running for anything in 1989, the date offered for the offending remarks.

Can anyone give me a cite for the complete remarks that have created this near urban myth status with its recurring nature.  I couldn't find the source in the cited paragraphs nor in reporter Michael Slackman's much longer feature story published in the Times on May 28, 2005.  Always just a sentence fragment is quoted.  Makes one wonder about the context of the remarks?
