In 1966, when US Senator Russell Long of Louisiana
introduced his bill for public funding of larger
political parties (for general election presidential
campaigns), I wrote to him to criticize the
discriminatory aspects of his bill.  He wrote back and
defended it on the grounds that the money would all be
from voluntary contributions (the income tax form
check-off).
