On April 25, the Calif. Assembly Elections Committee
passed two bills that would alter presidential
elections in the nation.  One bill sets up a January 2
mail-ballot presidential primary in California (or,
alternatively, the primary would be held when New
Hampshire holds its primary).

The other bill is one of the series of identical bills
already introduced in 5 states, that would provide for
a compact of like-minded states, and these states
would agree to appoint presidential electors pledged
to vote for whomever gets the most popular votes
nationwide.  An identical bill has already passed one
house of the Colorado legislature.
