I think Brad Smith has tackled the larger question.  Let me add another.  How about respresentation for U.S. citizens residing in the territories?  They have always been told that a Constitutional amendment is needed.  I think a stronger case can be made for territorial voting in Presidential elections than representation in Congress.

I would think the bigger constitutional question is whether Congress can, by legislation, give the District of Columbia a full vote in the House.  Art. I, ¤2, specifies that the House ãshall be composed of Members chosen every second Year by the People of the several States.ä  Remember, it took a constitutional amendment to give the District representation in the Electoral College.
