Congressman Tom Davis (R-Va.) and D.C.'s non-voting
delegate to the US House, Eleanor Holmes Norton, are
today introducing a new bill to enlarge the US House
permanently from 435 to 437, to give DC a voting
member, and to give a new at-large member for Utah.
Republican leaders in the House say they won't block
the bill, and Davis says he has enough votes to pass
it out of the two committees it must pass.
