Heyworth man says independents hurt by process SPRINGFIELD — A federal appeals court is reviewing Illinois' election law, which some groups claim locks people out of the Democratic process. 

David Lee, a resident of the central Illinois town of Heyworth, is suing the Illinois State Board of Education, claiming its rules discourage independent candidates from seeking public office.
