Today the Louisiana legislature sent Senate Bill 18 to
the Governor. It establishes closed primary elections
for congress, starting next year. Louisiana has been
using the "top-two" system for congressional elections
since 1978.
There are 5 qualified parties in Louisiana: Dem, Rep,
Green, Libertarian and Reform. Assuming Governor
Blanco signs the bill, all 5 parties will get their
own primaries (for congressional elections), but if
there is no contest, then the primary is cancelled.
Therefore, it is unlikely Louisiana will be holding
any primary elections for the smaller qualified
parties, since they so seldom have primary contests.
