Today the House passed H.R. 9, a renewal of expiring provisions of the Voting Rights Act.  The Senate Judiciary Committee is considering identical legislation, but it was introduced in the Senate as S. 2703.  If it is passed in the form it is, with no amendments, as S 2703, would a conference and additional vote in each house be necessary?
