<x-flowed>Obviously it is a matter for the constitution or by-laws of the
organization. Some organizations, such as the Libertarian Party, require
that there always be an alternative of "None of the above", meaning that
the assembly can leave a position unfilled if no one steps forward that
the majority can support. It's a good rule and one I recommend to other
organizations.
