I've heard from congressional staff today that the intent is a 25 year extension from 2006. As Nate Persily points out, this falls in the middle of a redistricting cycle-2031- and a year before a presidential campaign. 
The political/legislative scenarios can be mind boggling. Even 2032, a campaign year with many redistricting plans remaining before courts is something to think about.
