I saw this ad for a Federal Congressional race posted on Realclearpolitics.com and noticed that there was no "Im Joe Smith, and I approved this ad" at the end.

Are there exceptions to the rule? If so, what are they? Is a simple "paid for by...." in writing enough to satisfy McCain-Feingold?
