I realize that the article Rick linked is about voting in local elections, but what if a state allowed noncitizens to vote in presidential elections? Would that affect the desirability of the National Popular Vote compact? I have other reservations, including constitutional reservations, about the compact, but do you suppose a state that adopts the compact intends its electoral votes to be affected by the votes of noncitizens in other states?
