Again and again, research demonstrates that voter ID laws to address the rare cases of voter impersonation are cures far worse than the disease. Yes, it's terrible that Dwight Adkins' vote was not counted,  but the cure for that cannot be one that results in, say, 50 people denied their right to cast a vote.  If the remedy for a small problem harms more people than the problem itself, then it's no remedy.  I hope Lori Minnite's book put an end to the issue, but seriously doubt it will.
