It's worth noting once again that, while political robocalls are exempt from the federal Do Not Call Registry, they are not exempt from all federal regulations.  They must still include a disclaimer indicating who made the call and a call-back phone number, 47 C.F.R. § 64.1200(b), and cannot knowingly be directed at cell phones, 47 C.F.R. § 64.1200(a)(iii).  Many of the dirty tricks and nasty robocalls voters often complain about do not provide disclaimers and are thus already illegal.
