I am looking for academic work (published or not) on the management and administration of the Voting Rights Section (or Civil Righs Division) during the Bush Administration. I am less interested in articles on particular policy choices alone (I assume there are many of those and they might be of interest but only if the article ties the policy decision to how the Justice Department was managed). I am aware that there is a lot of ink out there in the press and in some autobiographies on this, but I am looking for any academic papers.

 

Come to think of it, articles on management of the Section or Division during other adminstrations will be of interest, too.
