For those interested, OSCE observed November 2010 midterm elections and
last week issued a report, which is attached. 

There are 56 member states in OSCE (www.osce.org), including United
States, Canada, and many European and Asian countries. It sends
international election observation missions to its member states. These
missions evaluate whether the elections are held in line with
international commitments and standards. Twelve election experts from
twelve different countries spent four weeks in the U.S. and I was one of
the team members (my responsibility was to evaluate the area of campaign
finance). Several members of this list met with us in Washington DC and
we are very thankful to all very useful explanations and advices.
