DREs are used for early voting, that is correct.

How to read this development? On the one hand, the court would be
unlikely to do it if they were not seriously considering taking the
case. On the other hand, Emanuel would suffer irreparable injury if this
stay were not granted. Once the ballots would be printed without his
name, unless they could be reprinted he'd have virtually no chance to
win (aside from a possible Murkowski-like massive write-in campaign).
