documents on the subject of Youth Registration, including
"preregistration" of young voters and high school registration
programs.  Preregistration permits young people to register at age 16
or 17 (while the right to actually vote would remain at 18, or
whatever age is specified by state law).  High school registration
proposals might include civics education around the right to vote and
in-class assistance to high school seniors in completing their
registration forms.  The varieties of these programs are endless."
