I recommend using a Hispanic surname match to make sure that obvious
registration address errors -- incorrect zip codes, missing apartment
numbers -- do not disproportionately occur among Latinos in the Section 5
California counties. Back in 2008 during the talk of a "do-over" of the
Florida Democratic primary, I noted that such errors more often occurred
among African-American and Hispanic registrants in that state. Florida,
unlike California, tracks race/ethnicity of registrants.

It also need section 5 preclearance, and there would be section 203 issues
to resolve
