No such authority. A bill would need to pass and go into effect immediately. That requires a two-thirds vote in each house of the legislature.

There is a California news story this morning that says polls show older voters are more supportive of keeping the tax increases, than younger voters (which surprised me). And it goes on to say that older voters use vote-by-mail more than other voters in California. So then it concludes that Democrats may decide it is in their interest to make this an all-mail ballot.
