Is there authority in the California statutes or California Constitution for such an all mail voting approach? I’ve lived here all my life and do not remember any statewide (or for that matter any local) election that used mail only voting. But my memory is not as good as it once was…

There is a California news story this morning that says polls show older voters are more supportive of keeping the tax increases, than younger voters (which surprised me).  And it goes on to say that older voters use vote-by-mail more than other voters in California.  So then it concludes that Democrats may decide it is in their interest to make this an all-mail ballot.

The San Mateo County twitter account recently posted the following:

"Jerry Brown's planned special election in June may be a vote-by-mail
only election"

Does anyone have any information where that might be coming from?  Did
Brown mention that in his State of the State?
