Interesting project, but I would like to know more about the algorithms used. For example, were the "Good Government" (GooGoo) maps drawn only to be (e) equipopulous, (2) contiguous, (3) simply connected, (4) compact, and (5) snap to existing boundaries, without regard for voting history, incumbency, or ethnicity? If so, then they correspond to my reform proposal of 2003, discussed here. They also raise the question of whether maps drawn in this way avoid the requirements of Sec. 5 of the Voting Rights Act, since such a method affords no opportunity for discriminatory intervention.

Do you have databases for all the states, and about how long does it take to generate a map?
