Term limits for state elected officials do not violate the U.S. Constitution.  Imagine a state without term limits for state office but which has public funding for state office.

Would it violate the U.S. Constitution for this state to amend its public funding law to say that after a state official has served two terms, he or she can run for a third term but can't qualify for public funding?
