Harassment can and often is anonymous as well, and most harassers get away with it. And even if they get caught that is little consolation to the families of the deceased victims. The harassment can also come from government, with little opportunity for redress. Remember all those IRS audits of people on the various "enemies lists" kept by several presidents? Blacklisting is alive and well and being practiced to this day. Any power than can be abused will be abused, and abused with some regularity.
