As a political consultant who has worked with the concept of reduced 
universes in campaigns for nearly 30 years, I will offer that we actually 
identify certain voters as "Presidential only". They vote in Presidential 
General Election all the time and in no other elections. Then there is a 
group that will vote in a Presidential General or Primary Election and no 
other time. We know not to spend money campaigning to those people in 
anything less than a Presidential election cycle. That's a campaign 
decision. But the government should not be permitted to treat these people 
differently when it comes to providing ballots. Another thing we have 
learned is that younger Presidential Only voters often become more regular 
voters in other elections as they get older.
I believe a voter who does not receive the same treatment as any other voter 
because of his or her decision as to when to vote and when to not vote would 
have grounds for legal action. The voter who has to travel some distance to 
obtain a ballot that is mailed to other voters is being discriminated 
against.
