The Ventura County Star article, as far as I could tell from a quick reading, does not suggest that the county might move to electronic voting but rather that it might provide for opt-in electronic-only delivery of sample ballots and official pamphlets containing information like the text of initiatives that would be on the ballot. (By the way, I live in Ventura County.)
