Hi Kim! I saw this on the federal form for all states... an example is
on 16--17 for PA here:
http://www.rockthevote.com/assets/publications/field/download-the-national-voter.pdf
and it is listed on the PA voter reg. form:
http://www.portal.state.pa.us/portal/server.pt/gateway/PTARGS_0_160329_770861_0_0_18/OnlineVoterRegFormBlank.pdf
(that may be a session link that goes stale... found it from here:
http://www.votespa.com/portal/server.pt/community/register_to_vote/13518
)
So, I'm not sure to what extent they encode that when they receive
these forms from voters. best, Joe

Thanks for your summary information on what you have received. This comports with our information on what we've seen in the data over the years except for one state ... you listed "pa". Is this a typo? We've never seen racial data out of Pennsylvania.
Thanks

Someone pointed me to the Federal Voter Registration Application
listing all states requirements on this issue (not just for UOCAVA)
and the following states request (or require, but will still accept)
race filled out: fl, ga, al, la, nc, pa, sc. Thanks for the many
responses! --Joe

It's been quite a while since I read up on it so I could be mistaken, but I

Subject: [EL] Federal Postcard Application and race
Greetings all,
Does anyone have pointers as to why the Federal Post Card Application
for registering UOCAVA voters asks the voter to list their race? In a
recent request for public comment, FVAP said:
"This information is desired by a few States to assist them in
reporting information to the Department of Justice and, in some cases,
to determine the eligibility of the citizen to vote in restricted
elections."
http://www.fvap.gov/resources/media/fpca-fwabpubliccommentpacketfinal.pdf
I can understand wanting to report voter demographics to DOJ, but are
there really election contests that one can't vote in if they're not
registered as being of a specific race? and I guess the race/ethnicity
distinction doesn't matter here?
best, Joe
