The increase in turnout in Georgia was facilitated by the introduction of early voting which, as some will recall, was part of the GA voter ID bill.  If memory serves, something like 54% of the GA turnout in 2008 was early. Among black voters, I think it was 60%.   Without early voting, election day 2008 would have been a disaster.
