[EL] Quirk in VA w/ redistricting...

Elecitonline pointed to a strange quirk in VA: it turns out that
recent redistricting means that Surry County, VA will be required to
open a polling place for only one voter:

The story focuses on the cost of having a polling place open all day
(someone could come in and demand to cast a provisional ballot). What
it misses is that *any* reporting of the results from this polling
place will completely violate ballot privacy and secrecy... which goes
against the VA Const. Art. II Sec. 3: "Secrecy in casting votes shall
be maintained".

I think the remedy of going to the next nearest polling place would be
ok, but maybe this voter will just stay home.
