This sentence in the TPM report strikes me as patently wrong:
"The grand jury report <http://electionlawblog.org/wp-content/uploads/1984_grand_jury_report-r84-11.pdf> lays out a scheme involving elections officials -- which couldn't have been prevented with voter ID laws."
The scheme involved carting large numbers of dummy voters around to various polling stations, where they would vote repeatedly using the dummy registrations. It seems to me that quite clearly a voter ID requirement would have hindered that behavior.
The TPM report also calls this "the only known case of voter impersonation in the past several decades" which is almost certainly wrong, and continues to overlook the fact that voter ID laws are not intended solely to prevent voter impersonation.
