[EL] 4th circuit always takes a summer break?

The Sixth Circuit doesn't sit in August or September. My understanding for
the reason is the transition of new term law clerks who typically start in
mid August and need some time to come up to speed. The D.C. Circuit and
Fourth Circuit might not hear arguments to ensure that outgoing clerks are
able to finish their work product before they leave.
