[EL] Artur Davis on election fraud

As you reported recently, former Alabama congressman Artur Davis wrote in a letter to the Montgomery Advertiser, re his current support for photo ID laws (which laws he had previously opposed):

I would hope that at the time he heard law-breakers bragging about committing vote fraud and requesting his help in perpetrating it, he reported them to the authorities. if not, was he complicit in this alleged fraud?
