I've also looked into local redistricting data and found NCSL to be the only organization maintaining anything close to such a database. Of course, there are a two new legal national websites tracking current state and significant cases.
Several states maintain websites where some local data may be available (Texas Legislative Council might be one).
Let me take this opportinity to invite further suggestions on the NCSL website (www.ncsl.org go to redistricting under issues) and how that site could be improved. I am working with several colleagues on updating the website. Direct replies suggested.
