Oregon.properties, I didn't say this was forced disclosure, but made the  
point that government bureaucrats/politicians, etc.are apt to harass their  
perceived political opponents using government power. This is why the public  
fears disclosure of their political activity.

I am  also curious... these types of mailing campaigns are fairly common in 
 politics.  James, have you ever publicly criticized a Republican group or  
politician for engaging in or encouraging similar types of "harassment"?
