[EL] Nebraska Campaign Finance Act struck down

This decision from last week by the Nebraska Supreme Cout, http://www.supremecourt.ne.gov/opinions/2012/august/aug3/s11-933.pdf, striking down Nebraska's government-funded election system on constitutional grounds, seems to have escaped notice, but may be of interest to persons on this list.
