[EL] question about presidential caucus rules

I can tell you that in Iowa, the answer is technically YES, but any
Iowa citizen who fills out a voter registration form at the
door (with a declaration of the appropriate party) and will be
admitted. This includes new registrations or change of party. That
registration form will be sent to the County Auditor's office, and
the voter will be (re)registered to that party. A voter can go to the
office the next morning and change it back, if she wishes.
Any Iowa citizen who will turn 18 on or before the general election,
may register at the caucus and attend and vote (assuming they are not
otherwise ineligible to vote). So this means (given a January caucus)
that citizens just over 17 may attend and vote in a caucus.
