I have a question about constraints on election spending by corporations and labor unions prior to Citizens United v FEC. Did any states set dollar limits on how much corps and unions could spend on electioneering for or against candidates? My assumption has been that state rules either allowed it without limit, or prohibited it entirely. So far I have not been able to find any states that allowed something in between. This is for a study to see what impact the laws have had on political outcomes.
Thanks for any guidance.
