Hi all:

I have posted on my webpage at http://works.bepress.com/david_schultz/
a draft of a new article of mine entitled "Liberty v. Elections: Minority Rights and the Failure of Direct Democracy" and it will be published in a forthcoming issue of the Hamline Journal of Law and Public Policy.  In October the law school sponsored a conference on our two proposed constitutional amendments and the paper is based on my comments at the conference.

The paper still needs to go though editing so my apologies in advance.
