[EL] Florida turnout analysis

Here's a link to my Florida turnout analysis explaining why turnout declined
from 2008. Simple explanation: where Gingrich did well, turnout was up, and
where Romney did well, turnout was down. Overall, the demographics of the
state favored Romney, which is why turnout was down overall.
