[EL] question about voter ID details in TX, SC.

 I'm interested in knowing more about the details of the degree of burden
imposed by South Carolina and Texas's voter ID programs.
I don't know whether the VRA is constitutional or not, which is probably
the legal question at issue in the Texas suit, and a hypothetical SC one,
but I still think the court might be influenced by what it thinks about the
reasonableness of voter ID,and that in turn can hinge on the details of how
these programs work.

but some of you may have more direct experience with how these things work
in practice. How easy or difficult is it for a person who has been
registered to vote, but does not have a driver's license or birth
certificate, to get them? Are there alternatives procedures a person can
use to vote, like in Michigan where there is universal absentee balloting?
How much do the "free" ID's cost, and can everybody get them? Are there
other grounds besides the VRA, such as the 24th A, which could be used to
enjoin voter ID, and if so would that moot the challenge to VRA's
constitutionality? Are they any stakeholders who oppose voter ID, but also
want to delay a challenge to the VRA, who might bring such a suit?
What is a "US citizen certificate" and how does one get one; not sure i've
ever seen these.
