Even before Citizens United, campaign contribution limits had spawned a
runaway world of independent expenditures. Nothing illustrates that better
than Californias experience before, during and after passage of two
contribution limiting measures.

directly and indirectly from Citizens United.
A couple of quotes from the DC Circuit opinion in SpeechNow makes it clear
that the result flows from SpeechNow:
"Thereafter, the Supreme Court decided Citizens United v. FEC, 130 S. Ct.
876 (2010), which resolves this appeal. In accordance
with that decision, we hold that the contribution limits of 2 U.S.C. §
441a(a)(1)(C) and 441a(a)(3) are unconstitutional as applied to individuals
contributions to SpeechNow."
"Because of the Supreme Courts recent decision in Citizens United v. FEC,
the analysis is straightforward. There, the Court held that the government
has no anti-corruption interest in limiting independent expenditures."
"Whatever the merits of those arguments before Citizens United, they plainly
have no merit after Citizens United."
"Given this analysis from Citizens United, we must conclude that the
government has no anti-corruption interest in limiting contributions to an
independent expenditure group such as
SpeechNow."
In sum, before Citizens United, the constitutional question in SpeechNow was
contested and uncertain. After Citizens United, the Court held the
constitutional result in SpeechNow clearly flowed from Citizens United.
