[EL] Appearance of recording devices at polling places?

There is a big difference between cameras at polling places during voting and
cameras in polling places after polls close during poll closing and results
tape printing and ballot chain of custody operations.

It is crucial, if banning cameras at the polling place, to open it up to cameras
again the minute the polls are closed. That is clearly a situation that must be
fully public at all times.
