[EL] how does election observing work at polling places?

In Alabama, a candidate (in a primary) or a political party (in a general
election) may appoint a watcher for each polling place. Watchers may not
interfere with or attempt to influence voters. Watchers, once they are
sworn in, are exempt from the general rule against loitering in the polling
place.
