Many technical types are torn... for example, I myself recognize that email/fax voting should be used as a last resort as they are so fundamentally not secure. But this certainly seems like the kind of situation that would require such a measure. Still, electronic delivery of voted ballot materials makes me very nervous...

I was hoping a UPS or FedEx or DHL would subsidize or donate the costs of next-day delivery of paper ballots that had been emailed to displaced voters, printed and filled out. This is what groups like the Overseas Voter Foundation have worked out with FedEx for UOCAVA voters, and it seems smart to extend that to displaced voters.
