It allows any county voter to cast a ballot in the Supervisor's office,
instead of having to go to their home precinct.
I think that provision of the consent agreement is there to establish the
process in case there are still people waiting for in-person absentee
ballots at the Supervisor's office when the polls close. While those still
in line at 7 p.m. to cast regular or provisional ballots must be given the
opportunity to do so, Florida law specifies that absentee ballots must be
received by the Supervisor's office no later than 7 p.m. on Election Day
(Fla. Stat. §101.67).
The idea here seems to be that the Supervisor has to have a plan (one that
doesn't culminate with "you can't vote today") to deal with voters who
tried in-person absentee balloting but couldn't finish by the 7 p.m.
deadline.
