"The Functional Differences between Early Voting and In-Person
Absentee Ballots in Florida" <http://electionlawblog.org/?p=43524>
Posted on November 5, 2012 9:50 pm <http://electionlawblog.org/?p=43524>

Dan Smith
<http://electionsmith.wordpress.com/2012/11/06/the-functional-differences-between-early-voting-and-in-person-absentee-ballots-in-florida/>:
"Here's a little primer, as there's been so much confusion about "early
voting, <https://twitter.com/electionsmith/status/265132872384524290>"
generically speaking, in Florida. Any registered voter may request an
absentee ballot. A voter need not provide an excuse, and the process of
obtaining an absentee ballot isvery accommodating to voters
<http://www.nytimes.com/2012/10/07/us/politics/as-more-vote-by-mail-faulty-ballots-could-impact-elections.html?pagewanted=2> (or
their designates). There are deadlines (no later than 5pm on the 6th day
before an election) when a voter must request (by mail, phone, fax, or
email) his or her ballot to be mailed, and when the Supervisors of
Elections must mail them, but this process is becoming automated in some
counties. Several county SOEs are actively trying to encourage voters to
automatically receive absentee ballots in the mail, and some are even
providing pre-paid postage
<http://www.miamidade.gov/district13/Releases/12-09-19-absentee-pre-paid-envelopes.asp> for
the returns. Absentee ballots must be returned to the Supervisor of
Elections by 7pm on Election Day. But registered voters may also request
absentee ballots in person, up to and including on Election Day...."

Despite this title
<http://www.nbcbayarea.com/investigations/Dead-and-Still-Voting-177286281.html>
of an NBC Bay Area investigation, it seems pretty clear that we have
dead and still registered...a lot in the Bay Area.
The question of how much actual fraud there is---people voting dead
person's ballots---remains to be seen. I will post the results of any
follow-up investigations.
Here's an earlier post <http://electionlawblog.org/archives/017683.html>
from Justin Levitt on this topic.
