The consent decree exists, and there was a recent case upholding its
validity (the RNC has a cert. petition pending
<http://www.supremecourt.gov/Search.aspx?FileName=/docketfiles/12-373.htm>).
But the blogger's gloss on the decree isn't what the decree says, as
even the portions of the decree quoted in the blog post demonstrate.
The blogger may not be joking, but neither is he accurately informed.
The Third Circuit opinion is attached, for those who wish to see for
themselves.
