One would have hoped that the message to other state parties is that it there are consequences for engaging in voter intimidation and fraudulent activity in order to keep brown people from voting.   Ones wonders what the facts must have looked like for them to agree to a "lifetime ban" in order to settle the lawsuit the way that they did.
