[EL] 2014 congressional primary dates

I have learned that all states will hold their congressional primaries in 2014 in May, June, July, August, or September, except for two outlier states, Texas and Illinois.  Texas is March 6, 2014, and Illinois is March 18, 2014.  In my opinion, Texas and Illinois primary dates are bad public policy.  That is far too early.  In Texas, in little more than a year, 2014 candidates must file a declaration of candidacy.
